Just as Merlin (King of Amber) would acknowledge the overlordship of the Emperor of Chaos, then any Lord of Chaos technically outranks any Amberite - no matter how much it rankles. The Amber rules of peerage are now … well, a local thing.

The way it would work would probably be similar to the situation in C19th India. There the Rajahs and the Maharajahs maintained their titles and the British treated them with deference. With seeming deference, in fact, because if it ever came to a question of native rank versus British rank,the British interest would win out every time.

Mandor and Merlin’s rule is allowing Amberites a measure of autonomy. But as far as Chaosians are concerned, if push comes to shove, Amberites are expected to defer.

The game is called “Time Under Chaos” for a reason.
