Sir, I know my appraisals lately haven't been necessarily the most accurate.� But, while researching the Iraq situation, I came across some anomalies that I think you need to look at.� I gathered all of the pertinent information into this file, and as you can see from the thickness of it, there is definitely a problem here.� This person may need to be placed on the detain list. I'm ask you to pay particular attention to his apparent ability to disappear and reappear at will. And several other coincidences, especially the South American hit last year. I've included a brief Bio, and will later transmit more of my findings on a more secure channel. I've gotten most of this from an old military file I've found; none of our usual sources had any information, though I have requisitioned some resources to look deeper into it.� I had to go through some unusual channels to get the picture, so disregard any reports you get on that.

I've dug up some military personnel records that I'm going to burst transmit to you later when I've gone through them more. As far as I can tell he spent some time in the bush wars down south. He disappeared for a while, and was presumed dead; obviously reports of his demise were greatly exaggerated. He seems to be able to circumvent borders with uncanny ease.� I have reports of him in almost every major hotspot in the world. I suggest we tag this man as a moderate threat. �I've noticed several interesting correlations with his whereabouts and certain events. Once again though, I'll send that through with the other transmission.

Agent Gibson has been missing since shortly after this memo was received.� No other information has been found; neither has a body been located.� I recommend that we keep the subject under surveillance.
